Under his guidance, Waste to Wonder has formed global partnerships with major corporations and public sector entities, transforming redundant office furniture into valuable community resources. With over 20 years in ESG, Michael champions sustainability, social impact procurement, and practical solutions aligned with the UN Sustainable Development Goals. His initiatives have diverted nearly 3,000 tonnes of equipment annually, donating over £36m worth of equipment to charities, impacting 1,400 schools in 40 countries.

  • Colin Bates has led Procurement teams across the wider public sector in Higher Education, Housing and most recently Local Government. Colin champions social value personally and professionally and promotes best practice through his sourcing of goods, services and works. Most recently Colin has contributed to the Council’s ambitious planting of 150,000 trees in Worcestershire by influencing a number of suppliers to provide the trees, other suppliers have re-directed their own tree planting programmes into Worcestershire, buying the trees and whips from local suppliers and encouraging local volunteers, service users, sports teams and businesses to come and plant the trees.

  • United By 2022 Charity is the official legacy charity of the Birmingham 2022 Commonwealth Games. Shah leads on their work to support the private and public sector in the West Midlands to understand and embed social value in their organisations, and their procurement processes.   • After completing her Master’s in Economics at SOAS, Sophya moved into Macroeconomic Development in the Deputy Secretary General’s office at the Commonwealth Secretariat. There, her work focused on macroeconomic research, capacity building, and impact investment projects aimed at achieving positive social and environmental impacts for society alongside financial returns for investors. Over the course of her career, Sophya has worked in Economic Research and Policy teams across multiple subject areas and geographies. For the past three years, Sophya has worked for Social Value Portal, supporting the continuous development of the Social Value TOM System™ and lead its comprehensive 2024 update.

  • Jimmy is the co-founding director of NETpositive Futures and has worked on sustainability issues for over 25 years, helping a wide range of private and public sector organisations to integrate environmental and social considerations into business models and activities. Working with over 32 universities Jimmy has developed carbon assessment and calculation tools and guidance to support over 750 business of all sizes. He delivers training and expertise on delivering Net Zero and support the universities engage with their supply chain to reduce the Scope 3 emissions.

  • Tim Byford is the Commercial Director at HMCTs, ALBs, and MoJ Core Services. Tim has two main priorities in his role. The first is to ensure that the commercial function supports the ambitions of  HMCTS including the HMCTS reform programme. The second is the support the development of an ALB and Core Services Team.

  • Sally is currently Head of Social Impact for Capgemini UK and has been a member of its Corporate Responsibility and Sustainability leadership team since 2018. She is responsible for pioneering the company’s approach to social value, which principally focuses on delivering long-term digital inclusion initiatives that encourage the sharing of expertise and skills to ensure everyone can benefit from the digital revolution. In addition, Sally has responsibility for NGO partnerships and works closely with partners including Code Your Future, The Prince’s Trust and Digital Unite to help address the digital divide.


Richard Carroll

Chief Procurement Officer, Durham County Council

  • Richard Carroll is the Chief Procurement Officer at Durham County Council. He leads on the strategic direction and delivery of procurement at Durham with a spend portfolio for goods, works and services of over £800m. Richard is a member of the National LGA Construction Steering Group and represents Durham at both Regional and National level across a range of activities. A keen advocate of Social Value and it’s ability to impact on Local Communities Richard led on the creation of the County Durham Pound project.

Chris Clarke

  • Chris joined SCAPE in 2015, with over 14 years of diverse experience working in Local Government, including highways, property and organisational change experience. As Director of Performance and Improvement, Chris is responsible for environmental and social value policy and performance measurement, as well as providing strategic input into the improvement of SCAPE’s service offer. Chris is a steering group member for the Construction Leadership Council’s Carbon Reduction Code and co-convenor of the sustainability group at the National Association of Construction Frameworks. Chris holds an MSc in Public Leadership and Management and is the proud father of two teenagers.


Alastair Clay

  • Alastair has a wealth of experience in both procurement and sustainable procurement. Having spent time working as a buyer in both private retail and in the NHS, Alastair then moved into Sustainable Procurement at NHS England. More recently, Alastair has moved to NHS North of England Commercial Procurement Collaborative (NOE CPC) to apply all the experience he has gained to date. In the present day, Alastair spends his time supporting internally at NOE CPC and externally to NHS members of NOE CPC through social value consultative support, training delivery and sustainable procurement thought leadership.

His expertise lies in nurturing long-term client relationships and driving growth in Social Value, Procurement, Sustainability, and ESG sectors.   • Jim is a global expert in economic advisory with almost 30 years’ experience. As Head of Economics at WSP, he steers the strategic growth and development of WSP’s global Economics practice. He was previously head of Economics at BuroHappold and has spent time at Aecom, Hatch/Regeneris and Cushman & Wakefield. He regularly works at ministerial and sometimes prime ministerial level in different countries and also provides expert economic advice to corporate organisations, investors and to international development agencies, including the World Bank. He specialises in green economy transition and the economics of achieving net zero emissions.

  • Councillor John Cotton was elected as the Leader of Birmingham City Council in May 2023, alongside Cllr Sharon Thompson as Deputy Leader, pledging to “work with and for every single community to deliver the service improvements our citizens deserve.” Cllr Cotton previously served as the Council’s Cabinet Member for Social Justice, Community Safety & Equalities, and was responsible for leading the city’s response to the cost-of-living crisis, tackling social and economic injustice and building stronger safer communities.

As the lead for social value initiatives at Efficio, he works with our consultants to embed social value principles into supply chains, ensuring our clients contribute to positive social impact

  • Dean leads Mars Wrigley’s public affairs in the UK. For over a decade, he has worked with organisations across the food value chain to navigate policy change, with a particular focus on the transition towards more sustainable and healthier food systems. Over the last year, Dean has supported Mars’ adoption of Social Value for the first time. Dean sits on the Executive of the Labour Party Irish Society and he has previously been on the PRCA’s Public Affairs Board.

  • Emily leads the Corporate ESG function at WSP, coordinating and managing environmental, social and governance activity. Her portfolio of responsibilities include overseeing the corporate giving programme, managing the carbon management office to drive action towards achieving net zero targets, creating and measuring corporate social value programs, and ensuring compliance with ESG regulatory reporting.   • Tim originally joined Ellandi in 2014 and has worked up through the business from Asset Manager to his current role as Head of Asset Management. Tim has an extensive track record in managing a wide variety of town centre and out of town retail assets, leisure and offices across the UK and the Nordics. Eimear Davis

  • Eimear is Operations Director at SVUK/ISV and supports the optimising of business processes to ensure more efficient streamlined solutions in order to improve experiences for our members. She began her journey with SVUK working with public sector organisations, supporting them with social impact reporting, advising on training and development and establishing thought leadership programmes. Previously, Eimear had spent 17 years working in primary schools, 15 of which were spent in school leadership, development and collaboration. The move into social value came after Eimear developed community based initiatives which significantly improved the wellbeing and attainment of pupils.

Warren Escalade

  • Warren worked for 10 years at national level supporting local council-VCFSE partnership work, moving to Voluntary Sector North West in 2008 where he became CEO in 2014. Having contributed VCFSE input to help shape the Social Value Bill, he was seconded to The Centre for Local Economic Strategies to work on LM3 and local authority procurement, co-authored the Greater Manchester VCFSE Commissioning Framework, was co-creator of the first 'VCSE Alliance' and championed England-wide roll out. He is Chair of the Greater Manchester VCFSE Leadership Group and sector rep on the Cheshire and Merseyside ICB. Warren also co-commissioned the new SVP report on 'Creating a Social Value Economy'.

    Guy Battle is the Founder and CEO of Social Value Portal and Co-Chair of the Public Sector Chapter for The Sustainable Procurement Pledge. Guy also supports the National Social Value Taskforce as part of the executive management team. She is recognised as one of the UK’s leading experts in mentoring, developing impactful programmes that empower individuals, particularly from underrepresented groups, to reach their potential. Fran is passionate about fostering inclusive communities and creating measurable social value. Her strategic vision and collaborative approach ensure the Institute plays a key role in shaping a socially responsible economy.


  • With nearly 30 years experience in public sector procurement, Katrina stared her career working for the Purchasing and Supply Agency at the DoH. She then moved to local government working for Suffolk County Council for 24 years before moving to her current role as Head of Procurement at Babergh Mid Suffolk District Councils. Katrina has extensive experience of tendering a range of different contracts, in particular high value service contracts, alongside developing and implementing procurement policy and delivering training. Katrina is an active member of the National Social Value Taskforce and chairs the Central Buying Consortium Social Value Network.

  • Chris Clarke is the Social Value lead for Ashfield District Council a small council situated in Nottinghamshire. Chris is also an experienced project manager who has worked internationally and in the UK. Chris has extensive public sector experience having worked within all areas of government in the UK and central government and state government in Australia. Chris has managed procurement in major central government departments in Australia as well as the NSW Public Sector and now operates in the capacity as lead officer at Ashfield District Council.

Jasmine Ceccarelli-Drewry

  • Jasmine leads Social Impact consultancy at Montagu Evans and is Co-Chair of Real Estate Balance's Nextgen Committee. Her projects involve working with both the public and private sector to develop ambitious place, social impact, social value and stewardship strategies across regeneration and development projects, as well as across strategic portfolios. Having joined Montagu Evans from LB Hackney, she brings on-the-ground experience in the delivery of regeneration, meanwhile solutions, placemaking, economic development and community engagement projects. She is passionate about tackling the big challenges facing the sector.

  • Martin is a dedicated leader in social enterprise and charity, serving as Director of Breadwinners - a not-for-profit that sells organic bread and supports young refugees to integrate in the UK by accessing work, training and mentoring. He is the Chairman of Argentina FC and has held board positions at Social Innovation Exchange and Praxis. Martin brings corporate experience from GSK and Lindt&Spruengli and previously volunteered with RefugeeYouth. He led WASH implementation in rural Nicaragua, is based in London, and is a Fellow of the School for Social Entrepreneurs and On Purpose leadership programme.

Andy Coulthard

  • Andy has worked in social housing for the last 6 years overseeing a small team which delivers on place making including physical and social regeneration, community investment, employability community buildings and social value. Andy's background is in community development and before working in housing, Andy worked for local authorities delivering regeneration, youth work and leisure. Their social value recording has mainly been through HACT linking into health, economy and employment, environment and housing. Being a founder member of the Durham £ programme which utilises the TOMs system, they are now measuring aspects of their social value in TOMs.

Lorraine Cox

Chair, National Social Value Taskforce

  • Lorraine Cox – Director of STAR Procurement and Chair of the National Social Value Taskforce, appointed by the Local Government Association (LGA), where she leads a ‘coalition of the willing’ of public, private and voluntary sector representatives to be advocates and creators of this ‘Social Value Movement’. Lorraine leads STAR Procurement, which is a successful, high performing public sector shared service that is leading collaborative change and transformation through procurement and social value. STAR supports six Councils directly in both Greater Manchester (GM) and Liverpool city (LCR) regions as well as supporting many other public sector organisations as part of the wider offer from STAR.  

    Lorraine has led STAR for almost eight years securing £284M (38.8% of contract value) of social value to date, delivered £148M of this, and retained 78.9% of local spend within GM for the 4 GM Councils in 23/24.

    Lorraine is considered the ‘subject matter expert’ in social value and public sector and has a history of contributing to government reviews nationally and regionally, she received a national award ‘Best Council to do Business With’ historically which she received at No.10 Downing St. STAR are a previous winner and received a highly commended for social value at previous National Social Value conferences.  

Edward Dallas

  • In his role as Chief Economist, Edward leads projects for Simetrica-Jacobs for a range of clients to understand, identify and assess impact. Edward has extensive expertise in social value research and analysis, through application of non-market valuation techniques, cost benefit analysis and econometrics. He has worked across projects in infrastructure, education and the sports sectors. Edward previously worked in the Government Economic Service and at London Business School.


Joanna Dahlgren

  • Joanna has been driving force behind the creation and management of the social value function in London Borough of Waltham Forest, since its inception in 2021. With over 20 years’ experience leading on various investment and regeneration initiatives that promote inclusive growth and community wealth building, under Joanna leadership the Council has transformed the way it maximises social impact through its contracts for services, regeneration, and construction works. Over the past four years, the collaborative efforts of the Council and its supply chain have yielded over £49 million in delivered social value, laying the foundation for a substantial pipeline of future benefits.

Aaron Reid

Group Manager - Social Sustainability, Ventia

  • Aaron is a specialist in sustainable procurement and social impact, with extensive experience gained from working at the forefront of this agenda in both the public and private sectors across the UK and, now, Australia.

     Currently, Aaron leads efforts as Group Manager of Social Sustainability at Ventia, focusing on embedding a minimum standard for social sustainability across all Ventia projects, ensuring that socioeconomic impacts are effectively measured and maximised.

     Previously, he played a pivotal role at Balfour Beatty, leading their Sustainable Procurement and Social Impact Strategies, along with its award-winning supplier diversity program. Notably, he developed Balfour Beatty’s £1bn spending commitment to SMEs, recognised by then Prime Minister David Cameron.

     Aaron has been instrumental in implementing strategies that enable inclusive growth, drive sustainable best practices, and quantify the positive impact of operations in large, complex organisations. His leadership in both the public and private sectors has shaped best practices, particularly in sustainable supply chains, fairness, inclusion, respect, and social value.

Cllr. Chris Read

Leader, Rotherham

  • Councillor Read was elected on 5th May 2011 and he was elected Leader of the Council on 4th March 2015 in the wake of Louise Casey’s corporate governance inspection report. As Leader, he has taken personal responsibility for leading the drive towards corporate improvement, organisational and cultural change, and is responsible for the Council’s governance and ethical framework. 

    Councillor Read is the Chair of the Rotherham Together Partnership. 

    He was born and raised in Rotherham and is a councillor for Rotherham’s Swinton Rockingham ward.

    Previously he worked for a Member of the European Parliament and the leadership of another local authority.

Prior to this, she was Deloitte’s Social Value client insights and impact lead. She also leads Deloitte’s Multicultural Network, which has over 2,000 members.

  • Karen is a Director at Hays, and leads development and delivery of social purpose for UK&I. This focuses on supporting people in local communities with a focus on improving skills and employability, as well as steps to safeguard the natural environment. She leads a charity partnership with EveryYouth, supporting the employability element of their Independent Futures programme, helping young people into work and independent living. She is senior leadership sponsor for Project Flourish, a pro bono service for organisations who are committed to helping disadvantaged young people secure jobs and sits on a global steerco which aligns volunteering and fundraising efforts for HAYS around the world.


  • Rebecca has 23 years experience supporting the private and public sector to develop and manage social value solutions across a myriad of different contracts. As a chartered environmentalist with extensive experience of developing and managing the sustainability and social value requirements for clients across large and complex estates, she helps them develop strategies and achieve their ambitions to create and deliver social impact.
